Emergency repairs involved the design, permit acquisition, preparation of specifications, and bidding and construction management for the emergency repairs of moderate and severely damaged sections of Valley Stream Road, and the municipality's infrastructure due to flooding.

Emergency repairs consisted of two key areas identified as the major washout and minor washouts. The items in the major washout involved the repair of the sanitary sewer main, significant bank reconstruction and stabilization, new riprap, storm sewer repairs, and replacement of guiderail. The minor washouts consisted of new riprap, gabion baskets, replacement of guiderail, and storm sewer repairs.
